Why sort by two columns?
Short answer. Many rows share the first value, so the second breaks the tie.
Does one DESC apply to both columns?
No. Write DESC after each column that needs it.

Many students share a section. Who comes first inside it? Sort by section first. Inside each section, marks decide. DESC applies only to marks. The first column sorts. The second breaks ties. DESC is per column.
