Why is for(;;) infinite?
Short answer. It has no condition, so Java treats it as always true.
What is an empty loop?
One whose body is only a semicolon, so it just counts.

Some loops never stop. Some loops have no body. Spot them. Here they are. No condition means infinite. True forever is infinite too. A semicolon body is an empty loop. Remember. Infinite never turns false. Empty has a semicolon body.
