Which operations need a commit?
Short answer. INSERT, UPDATE and DELETE.
Is it cur.commit() or con.commit()?
con.commit(). Commit belongs to the connection.

You inserted a row. No error. The table is empty. Why? You forgot commit. Insert, update and delete stay pending. Commit on con saves them. Remember two things. Changed data needs commit. Call it on con, not cur.
