What happens without header=None on a headerless file?
Short answer. The first row of data is wrongly used as the column names.
What does index_col=0 do?
It makes the first column the row labels.
Header and index

Your C S V has no header line. What now? Three options help. Header equals None keeps line one as data. Names gives column names. Index col makes a column the row labels. Two rules. Header None with names. Index col for row labels.
